DOE Terminates Loan Guarantee for Midwest U.S. Wind and Solar Transmission Line

According to the United States Department of Energy’s Loan Programs Office, or DOE, the Grain Belt Express Phase 1 transmission project, a high-voltage direct current transmission line intended to interconnect wind and solar capacity between Kansas and Missouri, has lost its conditional commitment from DOE. The conditional commitment, a loan guarantee of $4.9 billion or less, was issued by the Biden administration in early November 2024.

The DOE stated that it has concluded that the conditions for issuing a guarantee are unlikely, and therefore, it is unnecessary for the federal government to take action to assist with the project.

It stated that they are re-reviewing their applicants’ LPOs and borrowers to position their LPO to proceed with a lower tolerance toward risk within their lending pattern and a renewed dedication to providing further access to affordable, dependable, and secure energy to the American people.
