The Governor of Massachusetts Issues an Executive Order for 10 GW of New Energy

Massachusetts Governor Orders 10 GW Energy Expansion by 2035

This week, Massachusetts Governor Maura Healey issued an executive order that directs her administration to procure 10 additional GW of energy resources and 5 GW of new energy storage for Massachusetts by 2035.

Diversified Energy Portfolio Strategy

Governor Healey’s order says that agencies must look for a variety of energy sources and make sure there are enough of them to meet rising demand and cut costs. The executive order gives state agencies instructions on solar, storage, wind, load management, gas, nuclear, and geothermal energy. This is expected to save Massachusetts households and companies $10 billion.

Governor Healey stated,

“The American people are now paying the price as oil and gas bills go through the roof because of President Trump’s costly tariffs.” “I believe in using all kinds of energy, including solar, wind, gas, nuclear, and hydro.”

The President is taking American-made energy sources off the table, but in Massachusetts, we are saying yes to additional energy supplies from more sources. We are saying yes to employment in America and energy independence in America. And we are saying yes to making everyone’s energy expenses cheaper.

Target Breakdown: Solar and Demand Reduction

The executive order sets a goal of 10 GW of new energy supply-side and demand-side resources over the next 10 years, as well as a separate goal of 5 GW of energy storage. The goal of 10 GW includes 4 GW of new solar power in the state and 3.5 GW of new electric demand reduction. This will be done through load management measures, including energy efficiency, virtual power plants, and managing electric vehicle charging.

Industry Support for Renewable Energy Goals

“As a company based in the Commonwealth, Nexamp thanks Gov. Healey for taking strong steps to increase the supply of energy and make Massachusetts more affordable,”

said Zaid Ashai, CEO of solar developer Nexamp.

“Solar and battery storage are two of the quickest and cheapest ways to get new generation online, and we’re ready to help make that happen.”

Families are worried about growing prices and increased demand, so it’s more important than ever to increase supply, cut power rates, and make the system more resilient all at the same time. We’re happy to work with this administration to make Massachusetts a leader in renewable energy.

“In the middle of global tariff uncertainty that is making fossil fuel costs go up, Gov. Healey’s announcement couldn’t have come at a better time. Massachusetts needs dependable, local energy that will keep rates down and the lights on. Solar power and energy storage are ready to be delivered fast, cheaply, and in large amounts, particularly if steps are taken to streamline permitting and cut down on red tape. CCSA looks forward to working with the Administration to help the Governor reach these ambitious goals,”

stated Kate Daniel, Northeast Regional Director of the Coalition for Community Solar Access (CCSA).
